Ummm sort of. Moderators still have the same permissions setup but you can create an administrators group that does. The Repository administrators don't have the same rights as a site administrator does (can't change settings/template/etc).

Below are my notes when I was testing before closing Gemini items.

REP-2394 – Module Permissions Have No Effect  
Created a Repository Admins group and gave that group Edit permissions on the module. Users in the group now have the ability to edit all items in the Repository. In order to be able to Moderate items uploaded they still need to be added to the Moderate role in the Repository Settings.

build 03.01.13 has just been submitted to the tracker

it fixes a moderator screen issue raised by another thread and adds one small enhancement , allowing moderators to edit any repository item

Since the scope of this release is isolated and small, I expect the module to get through the tracker relatively quickly. I will post and blog about the release as soon as it's ready for download. In the meantime, you can follow it's progress on the release tracker page.

Since the other item was a high priority, and the fix for this issue was so minor, I decided to throw it into 3.01.13, since I had to package a new release.
