Thank you for your response.  So basically, DotNetNuke, a content management system, does not allow Content Editors to upload images?  So, anytime a Content Editor needs an image uploaded they need to bother the Admin?  This seems like a huge burden on the "admin".  And, I don't want to set these Content Editors up as "admin" because there's admin functionality that I wouldn't want them to touch (i.e. manager users, etc.).  This sounds like a tremendous oversight for a content management system!

you don't need the file manager to upload images or documents. The UrlControl used in most modules to insert an image or document link does provide the upload option. in advance you need to grant write permission for the necessary folders using the file manager.
