I would like to set things up so I can have the DNN installation locally for development, then publish on a hosted web service. I currently have the DNN default installation running on remote host. Can anyone suggest best practices for doing this. I presume both installations would have to use the remote database.

Thanks for any suggestions.

skins are easily deployable by zipping them up, have a look into the skinning guide for details. Ther is no need to use same database or site configuration - if used, you only need to install the same 3rd party skin objects on the target server. I use to have various local portals for developement on my pc and on local servers, where I can quickly modify skins, until they are as I like, afterwards I zip and deploy them.
