Okay, here is what I'm doing.

I'm going to have 3 different types of users (I'm a teacher with 3 different classes) but I want only Class A to be able to download documents pertaining to Class A, Class B gets documents B, and Class C gets documents C.

Is there a way to password protect the documents that are uploaded, so that only those students in Class A can access/downlaod the documents pertaining to just their Class A?

Also, if the repository can't be done this way, is there a way to do it in Forums?

At this point you can't do so in one instance of the Repository. You could setup three separate instances of the Repository and assign each group download rights on their respective Repository. A word of caution here, I haven't tried it since an early version of the Repository but at that time you could not have more than one Repository on a single page. So what I'd suggest is creating a separate download page for each class.
ie Setup the menu similar to the following
Documents
   ->Class A
   ->Class B
   ->Class C

As far as forums go..... I don't think the default DNN forum can do it but I'm pretty sure you could do it with ActiveForums.
