I have an install of DNN 3.xx zipped and a .bak of the database which housed the data for that instance.  I want to install it on a different server and domain.  I've unzipped the install to the root of a blank testing website.  I've restored the database to my DBMS.  I've edited the connection string in web.config.  I've given the NetworkService account FC to the root of the blank testing website.  I can ping the ip associated with the blank testing website, I can ping it by name even.  However when I try to access the site via a browser I get a Website cannot be found message and when I access it by IP address it changes the URL to the old domain name.

What process do I need to run on the target ISP if I'm migrating a DNN install to a different ISP?

It sounds like you're nearly there.

You will need to access the DB and change the PortalAlias table to reflect your new address, and then just to make sure it's been refreshed, I sometimes open up the web.config file, put in a couple of blank lines down the bottom to force an update.

Try that. I think it will fix it immediately.
