time zone in portal settings is intended to be used as default user time zone - unfortunately server time zone setting is still missing.

Default time zone shall be set according to user's IP based on GeoIP - which is in many cases not accurate.

Yep that makes sense Sebastian going by point 3 of my second post. They should of course be able to override it if necesssary.
