That is very misleading, as all SQL Server databases are "file based" in the sense that they have at least one Data file (typically MDF) and one Log file (typically LDF).

Connecting to a database that isn't already attached to SQL Server is something new to SQL Server Express.  But attaching an existing set of database files to SQL Server is something that has been around for a very long time (SQL Server 6.5, I believe).

SQL Express added a new method to create databases consisting of a single file and to be used without further setup. If you want to use the same database from various versions of MS SQL, please use the backup & restore feature.
