I was trying to change the SERVICE CONTACT email address on the Terms of Use page. It was frustrating, because although I changed the user account email address that appears here, the old email was cached. It is set to [Portal:Email] which is the email for the admin account.

Clearing the cache worked for me.

Login as host > host settings > Advanced settings > Other Settings > Clear cache

Hope this helps someone else.

Yep, this is very frustrating.  Of course, there is source code that executes when you change a setting that is cached.  It would seem that same code could either completely clear the cache automatically, or "notify" the cache of the new value, so that a manual refresh would not be necessary.

Sometimes, I wonder what we programmers are thinking...
