I'm looking for a portal host for a church website.  I want to use DNN but the budget is kind of tight and we really only need 1 portal not an entire DNN installation.  Does anyone know if this service exists?

you can get a very inexpensive basic package at dotnetpark - it is an 'entire DNN install' but you only need to put up one portal. You might want another for the church's youth group after a while, and there's the option at no new cost if you go that route.

Otherwise if you want someone else to take responsibility for DNN and module upgrades, backing up database, etc, there are a number of hosting re-sellers here, self included.

There are many options available for you from many providers. The big thing here is to consider how the site will be maintained from the framework standpoint. Who does the upgrades and takes care of the db and all the 3rd party modules if you need them. If you host a "portal" instead of an install what modules will be provided?

You can find places that will host for free or as little as 4.95/ month. When your talking about a site for a church we always likt to ask the following question. Is there another ministry within your church that can reach so many with so much for so little?
