I've only found 2 posts on this and both were unanswered. My fresh 4.3.4 install only had a few modules listed. Most of the standards like Text/HTML, Events, Gallery, Links, etc. were missing. I downloaded an Install package and copied all of the Zip file over to Install/Modules and ran /Install/Install.aspx?mode=InstallResources. Received the "Complete" message but no new modules. I upgrade the site to 4.3.7 and tried again. Same result.

Any suggestions? Is there a problem with Zip files? Do the newer versions only include a couple (5-6) defualt modules and we need to install the rest? I simply don't have time to install all 23 modules included in the Install package. I'm also wondering if the host installed a Template like Store that might only have a few modules. But why isn't InstallResources working?

I had same problem few days ago.  I removed all files and deleted the database.  Then re-installed it fresh.

I am having the same issue.  Did you get any answers  (besides deleteing the database and starting over) that was able to get your modules back?

Yes mostly if something went wrong during installation, starting all over again will help.
And please install version 4.4.1 it's a lot better / safer.
Then you will be missing some modules too, but you can read this for an explanation
