The asp.net identity is something that is set in the application pool. I think you cannot set that yourself, your hosting provider is the one to do that. In a properly secure asp.net application installation, there are different users uses for Anonymous Access and the Application Pool Identity, using one for both makes for a less secure environment, which can be the reason your hosting provider does not want to give your aspnet identity modify rights to the application root

Thanks for everyones suggestions.  A friend of mine finally came through with an easy solution.

I modified the web.config to impersonate my account admin username.

<identity impersonate="true" userName="domain\user" password="password" />

I think this is what my hosting company was doing in the first place but for some reason the support person failed to realize what the problem was.

the problem with this approach is that you give your asp.net user much more rights than needed (that is, if you use the account that has been given to you to log on to your environment). Regrettably, some hosters have their own way of doing things, and sometimes seem a bit slow in understanding best practices in securing IIS.
