I have the same problem when using German language (de-DE). I don't think it has s.th. to do with the time zone, but with the language you are using. When I switch to English (en-US), all works fine.

I think the module programmers didn't regard that in most european locales the week starts on monday and not on sunday as in the en-US locale. Even though the day names in the "Repeat weekly" checkbox row are correct with each language, the corresponding source code names are still the ones for en-US (e. g. "chkW1Sun" for the german monday).

I hope this bug is fixed asap.

Actually, we did compensate in most other places for a different weekday start in most of the components (ex. Month Calendar view).   We may have missed one or two...but if you guys can help compile a "Complete" list of all language/localization issues and email them to me directly (a.vance@charter.net), we'll try to get them working correctly!  Thanks.
