Yes, thank you for your suggestion.  I have tried giving various group edit permissions.  It is a very strange problem.  It works fine on my workstation running in debug mode.  But does not work for on our production server.  I've compared DLL versions, web.config, site and host settings.  The only differences are some names and ip addresses and that the dev DB has a prefix on the table names (e.g. dnn_).

Still looking for a solution ... ; )

Your NavigateURL suggestion worked very well.  I'm back up and running.  Thank you.

Still like to know why the ModuleActions Property is not being called on the module.
