I had missed this post but -- no commenting out the compression module doesnt help

I am trying to find what else changed from 4.3.7 to 4.4.0 but cant really seem to discover it easily

The changes in 4.4.0 (and any other version) can be found at http://support.dotnetnuke.com.  Click on "Change Log" for the DNN Core Framework project.

did you try adding:

<location path="ScriptResource.axd">
   <system.web>
      <authorization>
         <allow users="*"/>
      </authorization>
   </system.web>
</location>

also are you sure you've added all the right things in the web.config?
