I have a 4.3.5 portal setup and I have a problem with the controls not loading

If I log in as an admin or the super user the controls load fine.  If a log in as a typical user the modules will not load.

The default page urls is
http://www.rembrandtmeddata.com/dnn/BaseData/tabid/53/Default.aspx
then I go another page
http://www.rembrandtmeddata.com/dnn/BaseData/tabid/53/ctl/aepatients/mid/373/Default.aspx
and the title bar in the module changes but the control is still the default page.

The tabid for the page I built is 60.  However if I replace 53 with 60 all I get is a blank page?

Also, if I login with the users account and use this url
http://www.rembrandtmeddata.com/dnn/BaseData/tabid/60/Default.aspx
it will bring up the right page, with the default control.  If I add either the mid or ctl to the url the control goes away?

The first page I go to will load but not the subsequent pages.
