Are you asking where the password length is stored? It’s in the web.config membership provider section (minPasswordRequiredLength=”7”). As far as displaying an appropriate error message…

Our User Attributes module (www.ucanuse.com) will display a good error message. A valid message is also displayed during DotNetNuke registration of a new users. However, if you try to update a password, a very general message is shown.

Since the password criteria are hard-coded in the web.config you could probably get away with hard-coding your error messages to match. You can change these using the Language Editor (host menu).

The general error can be found in the following location:
LocalResources\Users\App_LocalResources\ManageUsers.ascx.resx the resource name is PasswordInvalid.Text

You can find more resource strings in Password.ascx.resx
