On the bottom of main projects pages on dotnetnuke.com there is a Comments component where people can post comments. How can I add this to my site, which module to use?

If you mean the "Questions" part: use the Feedback Module

if you are referencing to the blog post list, this is part of the blog module, that allows to add (moderated) comments for each post. AFAIR there is also a free module, that allows to add comments to any module, but I would need to search my link list for the address.
