How can I change the background color beyond the fixed width using the stylesheet of a child portal?  body tag does not do it.

Its an Intranet.  Its easy to replicate.  DNN 3.1.1 change the site style sheet through the stylesheet editor by adding background-color: black; to the body{} or color: black; and click "save style sheet".  Refresh site and the color of the background beyond the right edge of the right pane to the edge of the browser is still white (when using the default fixed width gray dotnetnuke skin)

The default skins use the pagemaster and skinmaster classes that effectively over-ride the body style.

You can prove this by adding this in the Admin stylesheet editor:
.pagemaster {background-color:black}
.skinmaster {background-color:black}

Also... I seem to remember that DNN 3.1.1 may have had a problem with the CSS cascading order, but I don't have that version installed anymore.
