After reinstalling the web application and restoring my database, I noticed that I was unable to log in with any accounts.  After reading the forum some, I realized it was due to the web.config not having the same machineKey as the previous install.  Is there any way to restore the logins in the database using the new machineKey or restore the previous machineKey.

if previous web.config is still existing somewhere, just copy and paste the encryption keys from old one to new one, otherwise it is more difficult, you need to reset the host password and afterwards all other passwords.

I didn't have a copy, it was removed.  What I did was create a temporary and update the password and password salt of the host, then went on to modify the passwords from the host.

Thanks for your help.
