How can I set start and end times at quarter past or quarter to the hour?

The start/end times are configurable items and may be defined in increments when setting up the module instance.  The can be set in 15 min. intervals...so,yes they can.  The trick to this is setting it up when you create an instance on a page.  This is because the dropdown uses this to create a selection list, which is easier on user's than typing the time each time an event is created.
