What's the best way to be notified of the fix?

Personally I don't think it a valid option even for the icon.  The interface already provides the functionality needed to serve icons locally rather than remotely.  I'd say the fnLinkType function got called by accident in the pageSettings.ascx file (sorry, I'm guessing on the function name and the user control name).

If you have a look there now, you will see that Alex has verified the issue and marked it as requiring a move to the core working log.  This is the first step towards getting fixed.

Yes, but you should be able to choose "none" (for no icon) or "url" (to get the icon from another site).  I suspect that changes to the UrlControl in 4.5 caused the change.
