I had the same issue after upgrading from DNN 4.0.0 to DNN 4.0.2

Adding the key "InstallationDate" to the Web.config file <appsettings> section fixed the issue for me.

I upgraded from 3.12 to 4.02 - had the same problem. 

I ended up having to set the date to yesterday to get it going, but once I did it worked like a charm.

Adding InstallationDate almost fixed it for me but now no one can log in, including Host. (thank God for backups!)

I originally installed 4.0 from the starter kit using Visual Web Developer Express.

To upgrade, I ran the 4.0.2 .vsi file and then used VWDE and created a new site over the top of the existing http location.

Got the following build errors

Looks like I'm stuck on 4.0.0
I have a very quick restore process so happy to try something if anyone has any ideas...

To fix the login problem, copy from the <system.web> section of the original web.config file the <machineKey ...> into the new web.config.

The upgrade now seems to have worked for me

but I did get this error in Visual Web Developer Express
Error 1 Could not find file 'C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\root\a898212a\ab9f6340\App_Web_3ntein1q.5.vb'.  

Anyone know if this is serious?
