I have a question about implementing tokens
I wonder if it is possible to take a token from a 3rd party module (non-core) and use it outside of that module. Can you register the token on a page's skin file to that it becomes global?

It depends on how the token is implemented.  
You may be violating a third-party license if you start using parts of the code in other places.

Your best bet is to ask the developer of the module.

I have been having trouble getting support from the module writers on this on so I would really like to know.
How can I make different modules communicate with eachother? one module has the tokens that another module would benifit from but they need to communicate. I know that smart-thinker did it with ventrian modules for the user profile and private messages....

Could anyone offer me some support on this issue?

There isn't a specific way in DNN to get one module to use another module's Token replacements.  They all implement them differently.

You may be interested in PageBlaster Token Replacements for DNN.

With PageBlaster installed, the token replacements can be used in any module, or in your skins. Anywhere you create page output, PageBlaster will replace the tokens.  You can even create your own Tokens.
