Configure wiki sites was in the previous code base of the wiki version 3.x. There was a major change up to version 4.x and quite a number of feature were not included at that stage. configure wiki sites beign one. you can assign who can add to a wiki through the administration option on the wiki.

Go to the Administration menu for the Wiki module.

Deselect the checkbox: Use DotNetNuke Security for edit content permissions
 

Select a role from the Available box, click on the right arrow to move that role to the Assigned box. So for example, you may only want Administrators and Registered users to edit Wiki content.

Click on Update and you should be up and running. Note: per the Dummies directions, you should have deselected the Inherit View Permissions from Page check box in the Settings menu...
