I think if this problem is related to forums at all, it involves the Solpart Navigation which should be disabled.

How does one disable SolPartMenu?

I'm having a similar issue with a DNN 3.1 install, and I think it may be related to SolPartMenu. At least, I'm getting a bunch of "Object reference not set to an instance of an object" errors when SolPartMenu and/or SolPartAction is executing, and the end result is that I can't login or register.

Would be great to have steps on disabling SolPartMenu so I can see if that's the actual cause, or just a symptom.

Ok, is there a way to place the forum module on a page and have it connect to an existing set tables that were created by a previous forum module.  I'm trying to retreive my forum that gotten corrupted.  Please help.

I was experiencing the same problems. I adjusted the forum module settings as you suggested 
All is fine now.

1) Click "Settings" link bottom right of forum module
2) Module Settings >> Basic Settings >> Permissions >> Edit Module >> Tick the Registered Users box
3) Click Update
