I FINALLY figured this out...With the help of John Mitchell the creator of PageBlaster.

In order to get rid of the ".resource" cache files you have to set the "EnableWebFarmSupport" and "EnableCachePersistence" to false in your web.config file.

This will STOP those .resource files from being added to the "Cache" directory.  NO MORE "FileIO" errors.

Hope this helps someone else!

Good to hear!

I was wondering if these settings could also be used to allow administrator to change localization without having the ASP.NET to restart everytime the file changes. For instance after you change Register in SignIn.ascx into "New customer" the ASP.NET starts recycling. That takes considerable time and if many administrators are doing this at the same time..the whole application hangs. Is your solution maybe also a solution to this?

How are you using the ajax modal popup window in your dotnetnuke site?  I am having major issues with getting the popup to show up centered on the screen (it always shows up in the top left corner of my window).

It would appear a lot of other people are having the same issue:
