This error means that there is a problem with the web.config section <configuration><configSections><sectionGroup name="dotnetnuke">. ASP.Net is only able to process sections in the web.config if they have been previously defined. In this case, it seems like the entire sectionGroup definition for DotNetNuke is missing or has an error. As a result, the individual sections that appear later in the file cannot be loaded.

Check your web.config file and make sure <sectionGroup name="dotnetnuke"> is defined and has no errors. The element names are case-sensitive and the nesting order, attribute names all have to be error free. Each element ust be properly closed also. A quick solution may be to replace the entire block from the default installation package.
