There are users, who separated the module  from the admin menu, but I do not recommend to do so, as users will get access to all files, which is for sure unwanted. I have the idea to extend the folder permissions in DNN5 to grant delete access to users, there shall also be a new URLcontrol with additional features. The main problems still remains that there is so much to do, that we need to priorize.

I've spent plenty of time on the issue myself, never found a great solution, and really, it should be dealt with in the core.

If any module developers are looking for a project - Just make the core file manager work as a module - That's what the TK Filemanager is, if only the guy would sort it out.

I'm currently finishing the touches on version 1.2 of my "Access Manager" module.
It does not yet solve the issue of non-admin-users being able to link files within other modules.

I do have plans to tackle this issue in version 1.3, as a primary feature for that version release.

Perhaps if I come up with a decent solution, I can donate bits of the code to the core filemanager;  as the original version of my module was ported to the core for DNN 3.x.
