Is there a way to force a module or pane to a specific height, preferably a percentage?  I can force height of a row/cell, but how do I (or even can I) force a module to fit the entire row height, not less and not more?

It depends on the module and the mark-up that the module generates.  Was there any specific module you had in mind?

I wasn't thinking about specific modules.  I must admit I always run into trouble trying to skin modules by modifying the CSS, even just the core modules.  I guess in the case of the site I'm dealing with it would be mostly Text/HTML, Announcements/News and Calendar functions.  Ideally I'd have a Text/HTML or News module that filled a specific vertical space and any left over would be added in a "more..." link.

Normally, the height of those modules are not altered, but rather the skin and containers are.  I would suggest creating a copy of the container(s) that will hold the modules, but specify that the height of the container is 100% (using the appropriate method determined by the mark-up of the container itself).  This would allow the graphical portion of the container to fill the area you are concerned about.  Changing the height of the modules themselves could have undesirable side-effects.

Hmmm...  Never though of specific containers for specific modules, but that would solve a lot of issues I have with requests to make exact size layouts.  This is how I've solved my size issue for Text/HTML modules, the text may not flow to the exact point but the container size matches, I just didn't think to extend it to other modules.  Now, If I could just get the Events module calendar to behave...  :)
