It is possible to allow a user to select their own skin so that when they login to a portal, it displays the skin they have selected (overriding the portal default) ?

this feature is not included in the core, however there is a skinobject from www.xd.com.au, that allows to select font-size, width and color scheme per user.

If you're comfortable making your own skin object, you may want to check out Telerik's skin selector skin object which they wrote to allow users to easily bounce between different skins in their demo site.  It would give you a start.  You can see the Telerik skin selector in action at http://dnn.telerik.com.  The switcher is visible in the salmon colored region which contains four links.
