Please disregard below - problem solved, the script for the google mini we have here was the culprit as best as I can tell. Took out the script and the problem went away.

I started haveing strange login troubles, dissapearing treeviewmenu, modules appearing and all my admin control buttons functioning like the view/ edit toggle. I did a backup restore on the site and all was back to normal until I added the skin back on that I had been working on. So I am thinking the skin must be causing these errors. Can someone take a look at it and let me know if they see anything that may be causing these strange errors? My skin zip file is located here: http://www.manchesternh.gov/sitewide/files/7A4DCE62DA884A2499FB578C8AAFFC35.zip .

Additional info: I am getting the following error when loading skin within the settings page (not on initial install of the skin);
Error: Type 'ASP.admin_skins_search_ascx' does not have a public property named 'TR'.
Checked all my tags and tables but I haven't found any errors thus far with my tables.
