You also forgot number 3, purchasing a module and having the developer modify it for you.  :)

If you know ASP.NET then all you need to learn is the DHH framework.  Depending on what you're trying to do, that can be easy or difficult.  The only way you'll know for sure is to dive in.

Thanks guys, the both of you were very helpful.

One more question, if I were to buy a custom module, do all vendors allow their customers to modify the module source code? Or are there abstraction/privacy/copyright rules regarding that sort of thing?

3rd party modules are on a module by module basis. Some provide the source code and some don't. If they provide the source then you're free to make changes to it for your own use but you can't turn around and redistribute it as your own module.

Mike is correct.  I'd also add that, in general, the higher in quality the module, the less likely that the source will be available at a low price.  There are of course exceptions out there, but as always one generally gets what one pays for.
