How do I change the Terms of Use Header?

I am able to change the text via Admin > Languages

but I don't see where I can change the header. It currently says Terms of Use, which is fine, but I would like to to say something else.

in LanguageEditor look up file  Admin > Skins > Terms.ascx.resx

Thank you for the reply Sebastian.

The area you referred to in the languages editor changed the text of Terms of Use link, which is not the area I was hoping to change. Although it did provide with with a solution to another minor tweak I wanted to make.

The are I'm referring to when I say Terms of Use header is on the actual on the Terms of Use page that you see when you click the Terms of Use link. On this page I can edit its content by editing the \App_GlobalResources\GlobalResources.resx > Resource Name: MESSAGE_PORTAL_TERMS.Text, but this doesn't change the header for the page.
