I just wanted to close this thread by letting readers know that I resolved the fileIOPermissions error by removing a free photo gallery module that I had downloaded and installed from a third party source. Problems with my site started a few days after installing this module.

Although the event logs did not specifically list this module as the source of the problem, the tech support of my hosting service suggested removing any "custom" code that I had added to their standard install. Once this module was removed the site returned to a stable and usable status.

Unfortunately I am not technically proficient enough to determine why the added-in module caused a problem,  but removing the module certainly removed the problem.
