If it is possible, how would you  install a module in the admin area (contant pane)?

I've been meaning to ask the same question.  It used to be possible in the 3.x versions of DNN to add additional modules to the Admin and Host pages. 

My specific interest to do this is just to be able to add a Text/HTML module under the SQL page as Host.  The reason for this is that inside of that text module I store frequently used queries that I have collected for various purposes.  In that way I can quickly do cut, paste, and execute from anywhere I can access my sites.

There is always the option to add a module via script but I have not sat down to figure that out yet.  If I have the time to work on it I will post the script.

FYI in dnn 5 (cambrian) the admin modules will be altered so they can be treated like normal modules, you'll also be able to add modules to any tab (see http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryID/1697/Default.aspx for some detail on this)

Since it was possible to add additional modules to the Admin and Host pages in the past, and this functionality was removed along the way, is there a quick and dirty way of adding, say, an HTML/Text module under the SQL module for Host???  Or, to put it in another way, how is this now prevented?  Is it hard coded or is there a setting that can be changed temporarily?

Carlos, I'm not sure how the change was made but AFAIK it's possible to just update the tabs table and set the parentID to the id of the Admin tab (usually 39)
