The database isn't the portal.css file.  If you cannot login to your DNN site then access to the database would have to be provided by your host. Don't take this the wrong way but I would find someone who knows how to use SQL server to make the change.  The SQL database running DNN is much like the registry in windows, do something wrong and you can wreck the whole site.  I would suggest contacting your host support and ask them to run the query in a post above against your database or better yet ask them to view this thread to get things working again.

Another common log on issue is a firewall such as zone alarm (esp version 8). Make sure your cookie/spy settings are not set to block. ZA8 is especially bad with ASP.NET sites right now. Also make sure cookies are enabled in you browser for the site.
