you can still create a page as a template and use "copy module from page" during page creation - with additional options to create blank, copy or shadow any module.

When using a created page as a template, it does NOT maintain the indivisual module settings. Whereas Templates (I believe) do. I have created a few pages as tempates, yet when I use them, I have to go to the settings on every module in the page and reconfigure the way I want them. That is not helpful at all. Again, is there ANY way possible we can be informed of a temporary fix on this issue until DNN 5.0 is released? I know it may be a minor issue to DNN, but to us, it is litterally a possible deal breaker and we've invested so much time and effort into DNN already.

 Good Day! I was also having the same problem as you are having i.e page templates not showing up in dropdown list while creating a page. The way I fixed was by first creating a page and then exporting that page to my templates folder. Even after doing this I was not able to see my templates in dropdown list and the way I fixed it was by adding template extension in my file types, which you can edit by logging as host. Once you will do same, you will see all your templates in dropdown while creating a page. Hope this helps.

I dont know if this tip will help you, but helps me:

I put one file with all uppercase extension (foo.page.TEMPLATE) into template-folder under portal.

After that I can get files in the dropdown list after choose Templates/ for Folder .

Template still starts with NONE SPECIFIED but click onto dropdown list and all files can be seen.

Maybe this helped - maybe was just cache-problem.
I dont know - but I am happy it works now.
