I have a settings that works with payment url which is  :

https://www.paypal.com/fr/cgi-bin/webscr/ (same as verification url)

(yours is only www.paypal.com)

also check that the parameters in the paypal provider are exactly the same that your paypal account (currency, language, etc). We had a case where someone solved his problem by settings exactly both sides the same
