On my site I have some content that does not fill the page height and some that exceeds the page height.  Obviously, the vertical scrollbar appears when content exceeds the page height, and when it doesn't the scrollbar goes away.  In my skin I would like to force the browser window to display the vertical scrollbar at all times, disabled if the content is not long enough, and enabled if the content is.

Is there a way to do this within the skin?

Try setting overflow of the element to have the value of scroll in your CSS. It should work!

Thanks.  I added this line to the top of my css file:

html { overflow: scroll;}
 

That works in IE and FF.

The scroll bar should work across browser that support this css overflow property. Not just in IE and FF :-)
