First off, I apoligize if this is in the wrong area.  Im fairly new to DNN and am looking for some advice on how to create a child portal template.

I want to be able to create a child portal that will pre-populate pages, modules, skins, etc. For instance, if I create a child portal for a certain department member, it would already have the approiate pages and skins installed and configured with certain content.

Thanks for any help you can provide.

you can do this by creating a portal, adding content as normal and then logging in as host and going to host->portals and clicking "export template". You'll need to check the "include content" box to include content.
