ok, a bunch of questions:

You have set the website up in IIS haven't you?

Does it have the correct host header info in?

It is pointing to the right physical directory isn't it?

default document set?

have you specified the ip address in the host header record?

External port 80 is open in firewall(s)?

There's no conflict with this: http://efoidev1.fiberstars.com

Only question may be the IP address in the host header record... in IIS, I assume you're asking.

Other than that, yes to all, and no internal conflict (some genius set up this network with the same internal domain name as the external domain fiberstars.com

Unrelated for these purposes, as everything I'm doing is within the LAN, and I'm manually creating DNS records to facilitate this.

Yes, I always put the address in there so that there is no confusion.  Do host records for all other sites on that server have IP addresses in them?

Have you tried ipconfig /flushdns to clear everything down? 

192.168.1.2 is the server that you have installed this site on?
