In 99% when I am installing a new module, the last installation step takes very long time and when the step is finished (usually successfully finished) the page is loaded without any skin, css, images etc. Can this be changed?

after the last step, the application needs to recompile - if you have a large number of modules and other components installed, this may take some time - this might cause a timeout for other resources as well.

Also you should check out your database, make sure translaction log is truncated, as well as old entries from SchedulerHistory, EventLog and SiteLog tables are frequently removed and if necessary, indexes are rebuilt.
