Normally when I've seen that error it's because I don't have a web.config file. Verify that you do and rename release.config to web.config if you don't.

 make sure as well, that there is no other web.config file anywhere in your site except the root folder.

I found I had exactly the same error after downloading the 04.09.03 source code and trying to use the 2008 solution. It woudl appear that the config needs to be prefixed with DotNetNuke.utiliities. This fixed the compilation problems, but I still couldn;t get the project to run because of SQL provider errors.
