 use Admin :: Extensions to edit deploy permissions and other settings for modules, Skins & Containers, Language Packs and Providers.

Went to the extensions and added the roles to the permissions. I even restarted the site to make sure. Still no luck with the user being able to see the page module.

Any other suggestions?

im using DNN 5.0.1

did you make sure to grant (green) not revoke (red) permissions?

yeap, page setting --> allow, page module--> allow,  extensions - tab --> deploy -- Allow

Green checks not red x's.

Anyone have any other suggestions? This is key as I move forward with some new clients of mine.
