I'm not sure about this, but...

if you are using a third party application to handle credit card transactions (such as Paypal or whatever) then I don't see the issue, as transactions will be handled on a different website.

If the applications (websites) built around the PayPal site (for instance) have to have compliance then this would be simply crazy in my view. You might as well allow me to drive a car with a swimming certificate.

This reminds me of the common scenario:

Customer: I want a e-commerce website and I already have a merchant account and I want to use that

Me: A DNN Module like Catalook will allow you to use the PayPal gateway that will be totally transparent to the user. The customer will not leave the site when paying by credit card.

Customer:  I already have a merchant account and I want to use that

Me: Your bank will slam you with huge fees, a huge wait to get approved to use your merchant account on the web, and a "rolling reserve" (money you have to keep with them to protect them against your charge backs. This can be $1000-$5000).

Customer:  I already have a merchant account and I want to use that

Me: (sigh)

Michael - you should check out Wells Fargo for merchant accounts and AuthorizeNet as your gateway.  No rolling reserve, much cheaper than PayPal (much lower cost per transaction if any at all and very low service fees).   I've used them for many projects and it usually only takes a day or two to get setup if you're a legal US Business.  They also use Control Scan for PCI compliance.  And...Catalook easily integrates with AuthorizeNet.

Can we get back on topic here - any further thoughts on PCI-DSS / PA-DSS compliance with DNN?

The customers I dealt with did not have Well Fargo merchant accounts. It does make sense that the Wells Fargo accounts would be cheaper because practically anyone can qualify for a PayPal account but it is not easy to qualify for a merchant account.
