I had the same issue with 512 RAM and was told to get 2 gig ram.  This seems to have solved the problem with my site.  It was just crawling, and I had no users on the system (except me !), no videos/photos (yet) and low content (who could add any with the site so slow?).   My site had "good" moments and "bad". Now with 2 gig ram, it's consistently "good".  Not fantastic....but "good".

Believe me (us) 512MB of Ram is not adequate, it runs, but with more memory the better.  The fact that you don't see the server using all the memory is because Windows is managing that memory so that it never runs out, there are many strategies involved in this, basically, you will rarely see all the memory being "used" by programs.  There will always be some memory dedicated to the system cache and some even available.

The sites may be okay for now if the server and DNN have been running for a while and things are stable.  Plus, on a VPS you don't know what the other VPS's are doing.

Forget about this being a VPS.  DNN, IIS and ASP.NET don't know and don't care whether it's a virtual or physical server.  And you would never run a production Server 2003 system on 512 MB of RAM.  More RAM = Better Performance.

The second issue is I'm not sure who would run DataCenter edition for a VPS running a web site.  DataCenter is for SQL Clusters.  You really want Standard or Enterprise.
