When a new user registers, DNN creates a password.  The password is not in readable characters.  You cannot even cut and paste these characters as they are not normal.  

How do I tell DNN to only produce or use a certain range of characters?

this is by design - by defaults passwords are encrypted (and use a seed to make breaking the encryption) easier, so if hackers gain access to a database they cannot determine user passwords. You can change this by setting the passwordformat in the web.config to Clear.
