Thanks alot Nina for the response.

In short what I am trying to do is to create a custom host user group which will have access to tabs under host menu but the user group will not be host.

So I am doing this by creating a menu which will appear on all portals when a specific user group logs in just like host menu. The entries in the menu are a subset of host menu. But unable to achieve this the way host menu is being created.

hoping it is clear now.

Sounds to me like you want a super super user setup which I don't think exists.  I don't know of an answer to that problem sorry.

yes you are right.

If such a solution is not possible then what I can do is to add new pages every time a new portal is created just like admin menu pages are added. What do you think about this idea?

Could you please tell me where I can find code where admin pages are added at the time of portal creation?

I am creating a portal solution for my client who are not very technical people so I am simplifying things for them, adding 3rd party module and customizing few things here and there (which is really proving to be difficult)
