I am trying to upgrade from 4.5.5 to 4.6.2 (eventually to 5.1.x). I started at 4.5.1 and tried to go to 4.6.2. I got the same error that is below. I then upgraded to 4.5.2 without trouble. Then tried to go to 4.6.2 again with the same error. I have tired multiple methods, using the upgrade version and the install version with the same results.

My web.config matches the release.config with my database, keys and db owner settings.

Please help me get past this issue.
