There is a persistent  false in sql script files in DNN. And nobody cares about that in DNN team. They say that some db collation CI_AS is sufficent for healty installation or upgrade. But that is not true. @IsScalar or isScalar is different some cultures forexample.And core development team doesn't know or care about that.  And I don't know where you are from. You should provide an DB server with default collation Latin1_General_CI_AS and your DNN db collation should be Latin1_General_CI_AS also. Try this. and after that. Move your DNN db to some DB server having your regional collation. Your all problems will be gone..Good Luck!
